「雙城論壇」籌辦情形可望進一步明朗！台北市政府昨（19）日宣布，台北市副市長周麗芳將於5月20日至22日率團訪問上海，就公共住宅等市民關心的議題與上海市交流，並考察上海公租房、青年創業等市政建設，增進台北市與上海市交流關係。周麗芳此行預料將與上海市討論「雙城論壇」相關問題。
柯文哲選後曾對「九二共識」採取否定態定，一度讓雙城論壇的舉辦出現變數。柯文哲於3月底接受新華社等陸媒聯訪，拋出「在當今世界上並沒有人認為有『兩個中國』，所以一個中國並不是問題」的說法，陸方感到滿意，也讓雙城論壇重現曙光。不過，柯文哲「快人快語」的個性，仍讓大陸方面緊張，周麗芳此行應負有與上海溝通柯文哲屆時在上海發言內容、尺度的任務。
台北市政府指出，台北市與上海市近年來往來密切，兩市就城市發展面臨的環保、觀光、文創、體育、教育等議題，共享彼此市政管理經驗，雙方已建立實質的合作模式，在兩岸之間已經成為城市交流的典範。
周麗芳率團訪問上海市期間，將與上海市政府就公共住宅、青年創業、智慧城市、體育等議題交流，也將參觀上海公租房、青年創業中心、上海城市規劃展示館、旗忠網球中心、閔行體育公園等市政建設，增進彼此更多層面之交流，讓台北市推展相關政策上，帶來更豐富的啟發。
